Board of Water Commissioners Minutes 06/27/2007
Wellfleet Board of Water Commissioners
Minutes of Meeting of June 27, 2007
Senior Center Long Pond Room

Present: Mark Berry, Chairman; Emily Beebe, Moe Barocas, Lynn Hiller, Julia Willecke

Chairman Mark Berry opened the hearing at 7:00 p.m.

Paul Gabriel and Paul Millett of Environmental Partners Group (EPG) gave a Power Point presentation on possible sites for a Wellfleet water tower.  EPG had narrowed down the locations to the area behind the ball field at Lawrence Road (Map 13, Parcel 2.1) and property off the Old King’s Highway (Map16, Parcels110, 111,143 and 145). There were 7 original sites that had been considered, and 3 that were considered viable.  Millett exhibited slides of the two kinds of tanks: spheroid like the one at the Marconi Headquarters and hydropillar like the water tank in Harwich.  There was a question of the deeded rights of the land for Site A, Map 13, Parcel 2.1, upon which the Recreation Committee hopes to build a soccer field.  Questions arose over the impact on the area for Site B off Old King’s Highway.

Millett and Gabriel answered questions on the possibility of a tank at the Coles Neck Well location.  The question of usage of private roads was also considered.  The cost of construction was discussed.  The obtrusive factor of a water tank was brought up.  Planning phases were questioned.  Gabriel explained what area was being served by the present system.  The area needs for a tank were discussed.

Paul Gabriel summarized by saying that a site decision would go to Town Meeting.  He and Millett fielded further questions regarded property values in the vicinity of a tank; the cell tower near the Site B proposal near Old King’s Highway; the possibility of a tank within National Seashore boundaries; the advisability of talking to the Park Service about the proposed sites visual impact on their land; visual impact on neighborhoods; bringing fresh water into town center and its discharge into the bay; actual use and the capacity with two wells; and elevation of a tank.

The hearing closed at 8:25 p.m.

Respectfully submitted,
